It is intended to perform functions in air traffic control and combat activities of the military units in field conditions, can be used on a permanent airports.
The predecessor of the WCL-9 was type of SKP-3, mounted on the chassis of the ZiS-150 (or ZiL-150).
SKP-9 (the basic version) was placed in a modified box body type KUNG-1M on the chassis of the car ZIL-164.
As an alternative source of el. the stream is a pair of power generators AB-4-T/230M placed in a uniaxial trailer 1-P-3.
The crew consists of : 1. Shift HSY : a) On an elevated stage: the Control of flying, bn, značkař, b) the "Bottom" of the workplace: the timekeeper, radio mechanic/ radio man
2. Service kits: a Chief starter/operator, driver/zdrojař
In the kit are for connection to the aircraft radio stations for connections in And. and II. the aviation zone: - (VHF R-802, - UHF R-803, and a backup radio station - R-859 - R-809M); on the receiver: - 2x R-880M, - 2x R-872.
As remotes it is possible to use radios that are not part of the JRC: - R-811(VKV), - R-820 (KV), - R-821 (VHF), - R-824 (VHF) and through the cable management yet another airport radio station.
As a further radio link is in the kit portable rdst R-105M.
Line connection is on the airport or by an automatic switchboard, the lines on the selected objects and the radar.
The equipment further includes: - anemometer M-47, - timekeeping, - 2x tape recorder, - phone device TA-57.
From SVS can also control some světlotechnické devices – e.g. turn on and off airfield lighting kit to shoot signal rockets, etc.
A modernized version of the SKP-9MV is placed in a modified box body type KUNG-1M on the chassis of the car ZiL-130; ZiL-130E (ЗиЛ-130, ЗиЛ-130Е, ЗиЛ-130-76)
The sight was almost indistinguishable from the SKP-9. Identically was mounted in a modified van bodies ZiL-130 "the later versions" - ZiL-130-82 Other changes are mainly related to the internal arrangement and mounting radio sets.
