The vehicle replaced the obsolete crane tanks in the Czechoslovak Army JT-34 and military mobile cranes AV-8 produced in the 60's and 70's. The first development work began in 1972 on the basis of a request from the tank and automobile administration of the Ministry of Agriculture of the Czechoslovak Socialist Republic. The first part of the development work dealt with the construction based on the chassis TATRA 813, after the transition of TATRA production to the type T-815 in Martin reconstructed the AV-15 to the chassis T-815. The development was completed in 1979. The original manufacturer was to be ZTS n.p. Martin. The product was to cover in a suitable way a certain shortfall in production and employment caused by the transition of tank production T-55A to tanks T-72. Finally, production was assigned to ZTS n.p. Košice, which specialized in special-purpose cars. The crane was manufactured in VSS Košice. The verification series was produced in 1983 and from 1984 serial production began. The product was delivered to ČSLA and exported to the GDR and India. By 1989, 209 AV-15 cars had been produced.
