In mid-1941, the company M.A.N. received an order for the development and construction of a new reconnaissance tank, the VK 16.02. Drawings of the new machine were to be completed by the firm in 11/1941, followed by the construction of a wooden model and five prototypes. The design resembled that of the Panther tank, the armour plates being welded at sharp angles. However, according to the design, the Leopard was to have even thicker armour than the later Panther. The front was to be 80 mm/55° thick, the sides 60 mm/40°, the lower side plates behind the wheels 60 mm/0°, the rear face 50 mm/30°, the ceiling and floor 20 mm thick. Due to the workload of the M.A.N. designers who were working on the development of the Panther, the design work was transferred to the MIAG firm in 1/1942. The turret in which the 5 cm gun Kw.K. L/60 was to be developed by Daimler Benz. After the project was presented to Adolf Hitler on 4 July 1942, Hitler preferred to produce a heavy version of the Leopard weighing 26 tons. In the long-term tank production plan, the production of this reconnaissance tank was to climb to 150 units per month. Serial production was to begin in 4/1943. However, at a meeting between Adolf Hitler and Reich Minister Albert Speer on 13/10/1942, a request was made by the soldiers, who preferred a lighter (thinner armour) and faster version of the new reconnaissance tank in the 18-ton weight category (the final design called for a weight of 21.9 tons). Given the similarity of the designs of the "heavy" version of the Leopard and the medium tank Panther, it was logical that production capacity should not be fragmented into two similar designs (Leopard used components from the Panther). Equally inappropriate was the light armament (5 cm Kw.K. L/60) for such a heavy tank. Therefore, Hitler agreed to produce a light version of the Leopard. The final specifications are given in the table above. However, this interesting machine did not make it into series production. The project was stopped by Adolf Hitler on 3 January 1943 due to insufficient parameters of the machine, which was to appear at the front only in 1944. Insufficient armour thickness and the poor performance of the main gun armament would have doomed this machine to failure in 1944.
It is often stated that the turret of this tank was used in production form on an armoured reconnaissance vehicle Sd.Kfz.234/2. However, this is not true. While the turrets were very similar, the Leopard was supposed to have a larger turret overall, made of thicker armour plates that were welded at different angles.
