He was born in Ceguaca, Santa Bárbara on 19.11.1821.


He was a deputy for the department of Santa Bárbara in the Constituent Assemblies of 1865 and 1880.


In 1865 and 1871 he held the posts of Minister of Foreign Affairs, Minister of Government, Minister of Justice and Minister of Industrial Development. From 28.11.1884 to 30.11.1891 he is in charge of the Ministry of War.


In 1874, he begins a military campaign against the government of Céleo Arias, organizing his cabinet in Tegucigalpa and subsequently defeating and capturing President Céleo Arias on 13.1.1874.


He subsequently releases Gen. José María Medina and issues a decree exiling Céleo Arias and Gen. Luís Bográn, who is escorted to the border with El Salvador.


He summons 40 directly elected deputies to meet in Comayagua, with the task of legalising his government. This assembly, on April 15, 1874, establishes Gen. Ponciano Leiva as president for the period until 8.6.1876.


Subsequently, it reintroduces into force the Constitution of 28.9.1865.


During his presidency, the boundaries between the departments of Comayagua and Yoro were drawn.


16.12.1875, Gen. José María Medina of Gracias issues a declaration of intent to overthrow the government of Gen. Ponciano Leiva. The governments of El Salvador and Guatemala, ruled by Andrés del Valle and Justo Rufino Barrios, also began to assist him politically and expressed their desire to install Marco Aurelio Soto as president of the country.


Medina's forces march into the country, occupying the city of Comayagua from which President Leiva has already left. The latter has already left the city and is travelling the country to prepare for a response and to recruit sufficient troops, but to no avail.


On June 8, 1876, he is installed as president of the country by lic. Marcelino Mejía.


On 18.3.1891 elections are called, with the candidates being the lawyer Policarpo Bonilla and Ponciano Leiva.


On 6.5.1891 bloody protests take place in Amapala, and the Bográn government blames this on the opposition and declares martial law in the region, which lasts for more than a hundred days.


Elections are held from 4 to 6 September 1891, with Ponciano Leiva emerging as the winner. However, the opposition protests, due to the falsification of the results.


President Bográn convenes a national congress to meet on 1.11.1891 in Comayagua. On 30.11.1891 Ponciano Leiva is sworn in and proclaimed President of Honduras. He announces the composition of his government on 1.12.1891.


During this presidency, he establishes the School of Law in Comayagua.


In the first days of his presidency, he faces an attempted overthrow by Gen. Terencio Sierra. The response to this attempt is the expulsion of opposition leaders from the country. Throughout his presidency, he faces military uprisings, issuing decrees to confiscate their assets and those of those who have joined them.


On 18.1.1893 he relocates the capital to Tegucigalpa. In 1893 he abdicates the presidency for health reasons.


He dies in Santa Cruz de Yojoa on 12.12.1896.
