In 1926, a request was made by the Ground Forces Command to develop a new tank designed for overseas colonial units. This was to replace the previously used Renault D1 and Renault D2. Project D 3 (or also known as Renault VA) was based on these tanks and bore a strong resemblance to the previous versions. It was to have up to 14 small running wheels, a drive and tension wheel and a trio of support pulleys. The prototype, made of unpanned steel with a maximum thickness of 20 mm, was accepted on 30.4.1932. A small Schneider turret (Model 1930) was mounted on the hull, in which a pair of 8 mm calibre machine guns were mounted. Due to the fact that a replacement in the form of standard tanks was found for the machine, which was to be created only for the requirement of service in the colonies and due to the technical obsolescence of the project, the mass production of this type of tank was not approved. Only one prototype was built.
In 1935, when the development of new self-propelled guns began, the prototype D 3 was rebuilt into a self-propelled gun with 75 mm gun. Tests of this prototype took place at Mailly.
