History:
In 1933, Kaigun Koku Hombu issues its third specification requiring various categories of aircraft from aircraft manufacturers based on its development plan. The following table shows the categories of aircraft required by the Navy in 1933 and which aircraft or projects were produced based on these specifications.

Noting the category of deck dive bombers, we can see that this is the third time the Navy has requested this aircraft, as previous prototypes from the Nakajima factory (Nakajima 6-Shi and Nakajima 7-Shi) were unsuccessful. Kaigun Koku Hombu no longer approached only the Nakajima factory, but announced a competition in which the Aichi Tokei Denki K. K. and Nakajima Hikoki K. K., and a little later the naval arsenal in Yokosuka - Dai-Ichi Kaigun Koku Gijitsusho - entered its project. The competition was then entered by the Aichi AB-9 (D1A1) prototype, the Nakajima D3N2 and Nakajima D2N3 prototypes, and finally one Yokosuka/Kugisho D2Y prototype. The winner was the Aichi factory, which modified the German Heinkel He-66.


The Nakajima factory's design team transitioned smoothly from building previous unsuccessful prototypes to building a new prototype, the project bore the factory designation RZ. In March 1934, the first prototype D2N1 was completed. It was a biplane of mixed construction, powered by a Nakajima Kotobuki 2 Kai 1 engine. It was already clear during the first tests that this aircraft would fail to meet the technical requirements of the 8-Shi specifications. The aircraft was returned to the factory, where some fairly major changes were made, the designation D2N1 was changed to D2N3. The second prototype was modified before completion and was designated D2N2. Not much data has survived on the performance of the first and second prototypes, but we do know that the aircraft had identical dimensions. The tests did not go well for the Nakajima factory and its prototypes, one major characteristic persisted - the aircraft was highly unstable in dive flight.
