- after Kozl's departure, Kavan became chief of surveillance
- September 1950 - Kavan became Deputy Commander of Sector BAa-IV (A. Prchal)


- in the years 1950-1952, Kavan directly and indirectly participated in the elaboration and arrest of a number of important persons from high internal party, army and even state security circles (Šling, Novomeský, Husáka, Clementis, Švermová, Kopold, London, Reicin, Závodský, Pich- Tůma, Smrkovský, Procházka, Hofman, Haškovec, Outrata, Kroček, Slánský, Geminder, Klapálek, Svoboda)
