In 8/1930, the Soviet military authorities commissioned the Izhora plant and the Leningrad plant "Boľshevik" with specifications for a new amphibious tank of 20 tons weight category, which was to be armed with a 45 mm gun and three guľplasters. The machine was to reach a maximum speed of 30 km/h and the crew was to consist of 6 men. Under the leadership of the designer N. A. Astrov of the Leningrad plant, the project was called PT-1. The design and shape of the hull was adapted for navigation, the armour plates were riveted together. The tank used a modified Christie chassis. The chassis modification consisted in the fact that when moving without tracks, all the running wheels were driven, the first and last wheels were swivelled and allowed the tank to turnňturnť. A cylindrical turret was mounted on the hull, in which a 45 mm 20K model 1932 gun was lapped and a DT 7.62 mm calibre DT gun was mated to it. The Ďother two DT guľplasters were in the gunports on the sides of the turret and ďanother in the front of the hull near the driver. The machine was powered by an M-17F aviation gasoline engine. The equipment was to include a 71-TK-1 radio, the antenna of which was mounted on brackets encircling the machine's hull. Two propellers driven by the engine were used for propulsion on the surface, and two rudders for manoeuvring. The prototype was completed in the autumn of 1932, when it underwent testing. The results of the tests were not satisfactory. The structural complexityť of the machine and the consequent poor maintenance by the services and its instability when underway were criticized. The fate of this prototype was interfered with by J. V. Stalin, when the machine was presented to him in Moscow. He duly criticized the machine, especially the poor armament. Although the original prototype did not make it into series production, its development continued and resulted in the new version PT-1A.
