The Sniper unmanned aerial vehicle (UAV), a category of UAV, was designed by Elbit (Silver Arrow) as a competitor to the Eye-View (FireBird) developed by IAI (Malat). IAI won the bid and Elbit had to look for a customer. This became the South American countries, South Africa and South-East Asian countries. Several devices were also purchased by the U.S. Coast Guard, the Drug Enforcement Agency (DEA) and the ATF's Bureau of Alcohol, Tobacco, Firearms and Explosives.

The Sniper is a simple low-flying aircraft with a mostly cylindrical fuselage and butterfly tail surfaces (V-shaped). For easy transport, the vehicle can be easily disassembled into 6 larger parts (fuselage, wings, tail section and butterfly tail surfaces). It has a solid single nose type landing gear. The 38 hp piston engine is located in the fuselage nose.
It can be equipped with a payload of 25-35 kg for short-range surveillance or reconnaissance tasks. It may be an opto-electronic stabilised warhead with a television camera (black and white or colour) with real-time data transmission.
