I found the following text on jedsite.info regarding Mexican BTR-60s:

In 1994 Mexico received some Russian equipment, among which were 30 BTR-60s sold by the civilian company Irtish. These vehicles were to be used for civilian purposes as fire bombers service, however, Mexico was in the need of new amphibious equipment. The Mexican navy was employing the Pegaso amphibious vehicle made in Spain, but there were not enough to cover naval operations for infantry landing practices or even for rescue operations when natural disaster happens.
All 30 BTR-60 received a new name "APC-70" and for better references and to set on clearance on it, all vehicles are identified as BTR-60 not as BTR-70, They did not have any weaponry added after their arrival when the turrets were removed, all the sights were hidden and some extra windows were made on each side of the vehicles.
Mexico has used this vehicles very well since its arrival and for several exercises. Various weaponry has been mounted on these vehicles since 2003 and includes MK-19Grenade Launcher , Hk-21 machine gun and also the FNL Mag- 7.62 machine gun as a variety of choice, for better support on landing practices for their infantry.
The BTR-60 or APC-70 had two different color schemes one that came from originally Russian camouflage that has several colors (black, green, and red sand) and the second one is the same camouflage used by the USMC on their jungle camouflage.
All thirty BTR-60s were deployed to all naval military bases in sectors of five vehicles each.
This is the first time that Mexico used Russian equipment for military purposes and it seems that has been very profitable on its use and in several financial costs for now and the past. All vehicles remain in service in all the naval sectors and will remain in use for at least 6 up to 7 years more.

In 1994, Mexico acquired various Russian equipment, including 30 BTR-60 armored personnel carriers sold by the civilian firm IRTIS. These vehicles were used in the civilian sector, for example as a "fire bomber service". Mexico badly needed new amphibious equipment. Until then, they had been using PEGAS amphibious vehicles, of Spanish origin, but they were not suitable for coastal naval operations for infantry landing operations or for rescue operations in natural disasters.


All 30 BTR-60s were given the new name "APC-70", but all are identified as BTR-60s, not BTR-70s.
They were delivered without organic armament, turrets removed, gun turrets blanked. 3 windows were created on each side.


Mexico has used these vehicles successfully since their arrival and at various lengths. Various armament has been used on the vehicles since 2003 and includes the MK-19 grenade launcher, the Hk-21 machine gun, and also the FNL Mag-7.62 machine gun in various combinations, for better infantry support when landing.


The BTR-60 (APC-70) in the Mexican armament have two different color schemes - one comes from the original Russian camouflage (black, green, red-sand), the other is the standard camouflage used in the USMC (jungle camouflage)


All 30 BTR-60s were distributed among the naval bases in numbers of 5 each.


This is the first time Mexico has used Russian equipment for military use and quite successfully. All the vehicles have been maintained and will be in service for another 6 to 7 years.
