History:
Shiro Otsuki a military designer at the Yokosuka Arsenal realized that the original purpose of the R2Y1 Keiun long-range reconnaissance aircraft would be rather redundant, and especially when these tasks were performed by the Nakajima C6N1 Saiun/Myrt.
