History:
Command of naval aviation of the Kaigun Koku Hombu issued 17.may 1937 the specification 12-Shi which required a new carrier-based fighter with the feats, which would equate to the fighters potential opponents, even those that operate from bases on the ground. Maneuverability and agility shouldn't be worse than what amounted to Mitsubishi A5M Claude. Here are some conditions:
1. speed of 500 km/h
2. climb to a height of 3 000 m in 3 minutes, and 5 with
3. endurance flight with additional tanks should be 6-8 hours at economic flight
4. armament 2x cannon caliber of 20 mm, two machine guns and two bombs of 60 kg
5. radio equipment
Factory Mitsubishi Jukogyo K. To. finally, she was alone.
