大日本帝国陸軍航空本部 Dai-Nippon Teikoku Rikugun Kōkū Hombu (command of the imperial army air force) had in the first half of the thirties of the last century an interesting idea about training aircraft it needs to complete the training of pilots. Technical officers of the army air forces requested for all training only one type of training aircraft for basic training would have installed a less powerful engine, and for continuation training engine would have easily traded for a more powerful type. The advantages of such aircraft are clear - there is no need to outsource the development of two separate training aircraft and introduce two types of from the military air force. The idea behind it is interesting, but as it turned out - not quite good.

The new trainer was to produce the company 立川飛行機株式会社 - Tachikawa Hikōki Kabushiki Kaisha (hereinafter referred to as Tachikawa), which was in 1933 recommended that in the development of this aircraft worked closely with engineers and technicians from the aviation school in Tokorozawě. The result of this cooperation was the trainer Tachikawa Ki-9 that was the [7. January 1935. The first two prototypes powered by a more powerful engine Hitachi Ha-13a (350 k), quickly got rid of the initial problems and smoothly passed the tests. Problems arose in the third prototype, which was lightened and powered by a Gasuden Jimpu 6 an output of 150 hp. Chief designer Roykichi Endo already in the stage of project work pointed to possible problems with the centre of gravity of the aircraft and you also fully take effect. With this lightweight aircraft (said with tongue in cheek) couldn't break away from the country. The results of the tests in the flight school have recommended to accept in the arsenal of the aircraft Ki-9 with a motor Hitachi Ha-13a, and to reject the Ki-9 with the engine Gasuden Jimpu 6.

At this point begins the history of a practice airplane for basic training Tachikawa Ki-17, later known in allied code as Cedar. Yet in 1935 he began to engineer Roykichi Endo together with the assistant Fujitou work on the new training aircraft that would suit its simplicity and resistance to the pilot, pupils with no experience. The new aircraft resembled the previous type of the Ki-9 and after the visual, so even after the construction site.
