I'd try to guess it (really take it as an estimate) could be a vehicle to practice fighting with tanks (like a Sherman) similar machines were used for training of anti-tank artillery, the finns should be built on the T-38, so maybe that's it. It's probably the move and not fighting action..

it Brano as far as I know so it was used to train the fight with the tanks, now I think a similar vehicle, if these I don't know, but I would guess that yes.
