In 1930, the need arose for the development of a small armoured all-terrain vehicle designed to supply the infantry units of the French army. The requirements were summarized in the "Programme N", the specifications of which were presented on 7.10.1930. The companies Renault, Citroën and Brandt entered the competition for the new vehicle.
Brandt outsourced the building of the prototype to Latil, this happened between 10.12.1930 and 17.12.1930. Latil ordered one complete vehicle and other components for five vehicles to be assembled in France from Carden-Loyd Tractors Ltd. Six trailers were also supplied. The chassis of the prototype was taken from the English Carden-Loyd, the box-shaped superstructure was new. The tow was of the same design as the English example. The vehicle was sent to the test centre in Vincennes. These took place from 7 July to 11 July 1931. The car covered 110 km on the road and 75 km off-road with satisfactory results. The final decision of the commission was that the vehicle could find military use.
