The 3F-30-9 (transport-charge transporter) is part of the 3F-30 ground support complex of the 3K30 Bulava strategic missile complex. The kit is designed to provide transportation and handling of the 3M30 Bulava missile's launch container on roads generally between the technical base and the port.
The whole kit is composed of:
- tractor KZKT-7428
- special semi-trailer with steerable axles for transporting the container with autonomous power source
- spare parts kit
- rail transport kit
- documentation

The semi-trailer has an autonomous power source (246 kW) that provides the electrical power to drive the individual wheels and secure the container rocket systems.

The semi-trailer alone is not capable of providing full transport and unloading of the rocket. A crane is required to support it (when the missiles are loaded on board the submarine).

In case the rig is used for the transit of missiles delivered by rail, a 3F-30-3 trolley is needed to load the missile container, on which the missile container is moved from the special trolley without the aid of a crane, and then, again without the aid of a crane, the container is loaded onto the 3F-30-9 rig trailer.
