In the desperate situation of the Soviet troops, who lacked armoured equipment, an order Defence Council number 19 was issued on 20 July 1941, which dealt with the reinforcement of armour of light tanks and the arming of civilian tracked tractors. The tractors, when retrofitted with armour protection and a 45mm anti-tank gun, were intended to replace combat vehicles in an emergency, the quality and quantity of which were insufficient. Two factories were entrusted with the production of such armoured tractors. Kharkov and Stalingrad tractor factories. The decision was made between 3 types of tractors (1TMB, STZ-3 and SCHTZ-NATI) and one tractor (STZ-5). Modifications of all types were prepared and after proper tests the STZ-3 type was selected. The latter received, due to its better off-road handling characteristics, the mild steel tracks from the STZ-5. The tractor received armouring 10-25mm thick and the armament consisted of a 45mm calibre tank gun. The armoured superstructure was of simple shapes. The crew consisted of a driver and a commander, who also manned the gun. Additional armament consisted of a 7.62mm Degtarjev DT or DP machine gun carried in the crew's fighting compartment. If threatened by enemy infantry, it could be used to direct fire through the frontal armour, from the access door on the starboard side of the vehicle or from the access hatch on the roof of the superstructure.


The "Bronětraktor" was officially designated ChTZ-16. The designation meant that it was a design from Kharkiv. It was to be produced there in the first months of the war. The armoured plates were supplied by Novokramatorskiy machinostroitelnyy zavod NKMZ and supplies from Mariupol were also considered. Mass serial production was planned.


Between 8-9/1941 750 units were to be produced. However, the advance of the German troops and production problems caused that by the evacuation of the NKMZon 9/10/1941, about 100 armoured hulls had managed to be shipped to Kharkovon 9/10/1941. It is estimated that around 50-60 machines were assembled. ChTZ began to evacuate beyond the Urals on 18 September 1941, and on 20 October 1941 the city was occupied by German troops. The machines produced fought and were destroyed in the fighting for Kharkov. Production was moved to the STZ(Stalingrad) production plants and production was planned even at plant No.264. However, only a 30-piece series was produced. The machines were to be deployed on the Kharkov direction in the winter of 1941/1942. Several damaged ChTZ-16 fell into the hands of German troops. The latter used them only as teaching aids or as tractors.
