22. Its aim is the breaking up of the operating model of people smugglers and traffickers in the Mediterranean.
In fact, however, the Union still need to put on ships only to vyzvedávaly of inflatable boats vulnerable immigrants. Now Brussels finally decided that it is necessary to board a smuggler's vessel and the suspects taken into captivity.
In Brussels on Wednesday discussed the representative of the countries participating in the EUNAVFOR HONEY, on the transition operation into the offensive phase. Supposedly has to go on an action very similar to the successful intervention against the somali pirates.
The commander of EUNAVFOR MED, the Italian rear admiral Enrico Credendino, asked for new operations by doubling the number of surface vessels and air support.

Vážení,
jako vždy to evropští úředníci řeší "s křížkem po funuse".

samozrejme ... pocitam, ze za par tydnu zacnou zavadet opatreni na vnejsich hranicich EU a pak je mozna i zavrou ... dementi

No, oni to zatím ani neřeší. Jenom uvažují o tom, že by mohli o řešení začít uvažovat.
Přitom by ani uvažovat nemuseli, protože
ROZHODNUTÍ RADY (SZBP) 2015/778 ze dne 18. května 2015 poskytuje jednotkám účastnícím se operace EUNAVFOR MED dost široký mandát, který spočívá:


a) v první fázi v podpoře odhalování a sledování migračních sítí prostřednictvím shromažďování informací a hlídkování na volném moři v souladu s mezinárodním právem;


b) ve druhé fázi:


- ve vstupu na palubu plavidel, u nichž existuje podezření, že jsou používány k převaděčství nebo obchodování s lidmi, a v prohledání, zajištění a odklonu těchto plavidel na volném moři za podmínek stanovených platným mezinárodním právem, včetně úmluvy UNCLOS a protokolu proti pašování přistěhovalců,


- v souladu s jakoukoli platnou rezolucí Rady bezpečnosti OSN nebo se souhlasem dotčeného pobřežního státu ve vstupu na palubu plavidel, u nichž existuje podezření, že jsou používány k převaděčství nebo obchodování s lidmi, a v prohledání, zajištění a odklonu těchto plavidel na volném moři nebo v teritoriálních a vnitřních vodách dotčeného státu a za podmínek stanovených v dané rezoluci či souhlasu;


c) ve třetí fázi v souladu s jakoukoli platnou rezolucí Rady bezpečnosti OSN nebo se souhlasem dotčeného pobřežního státu v přijetí veškerých nezbytných opatření proti plavidlu a souvisejícím prostředkům, u nichž existuje podezření, že jsou používány k převaděčství nebo obchodování s lidmi, mimo jiné jejich likvidací nebo znemožněním jejich provozu, a to na území dotčeného státu a za podmínek stanovených v dané rezoluci či souhlasu.


Rada EU posoudí, zda byly splněny podmínky pro přechod od první fáze k dalším fázím, přičemž zohlední jakoukoli platnou rezoluci Rady bezpečnosti OSN a souhlas dotčených pobřežních států.


Podmínky pro přechod k dalším fázím byly splněny hned 22. června 2015, kdy byla operace oficiálně zahájena.
