The production of this crawler tractor began at the Kharkov locomotive plant in 1924. As the design was not successful, the German Hanomag tractor was taken as a model, and a Soviet copy of it was built under the name Komunard. The machine was, as was tradition in the USSR, originally intended as an agricultural machine, but much of the production was taken by the Red Army, which used it to haul heavy guns. It was the first tracked machine in the Kharkov plant and there were three versions differing in engines, the first with a kerosene burning engine and a power output of 50pc, the second with a petrol engine of 75pc and the third also with a petrol engine of 90pc.
By the early 30's the tractor was already obsolete and did not meet the RA requirements for an artillery tractor, especially in speed and engine power. It was therefore replaced in production by the Komintern tractor. It is rare to encounter this tractor as an artillery tractor in the early WWII in the Soviet Union (i.e. in 1941).
