Jednalo se o další vývojovou verzi původního typu Dewoitine D.1, tyto verze byly odpovědí na specifikace francouzského ministerstva letectví z roku 1923 na jednomístný stíhací letoun kategorie C.1. Nová Dewoitine D.19 měla nové křídlo s mírně větším rozpětím a byla poháněna motorem Hispano-Suiza 12Jb. Po letových zkouškách byla zástupci francouzského letectva odmítnuta, následně byl prototyp D.19.01 předveden ve Švýcarsku. Švýcaři projevili zájem o tři letouny, ale požadovali odstranění chladičů typu Lamblin a jejich nahrazení klasickým čelním chladičem a dále montáž křídla podobajícímu se křídlu D.1.
Druhý prototyp D.19.02 byl prodán do Belgie, ale byl upraven dle švýcarských požadavků. První letoun pro švýcarské letectvo byl dodán do švýcarské firmy EKW v březnu 1926. Další dvě švýcarská letadla byla dodána v únoru 1927 a také byla zkompletována v EKW, Švýcaři letouny používali k pokračovacímu výcviku stíhacích pilotů a ve službě zde vydržely až do roku 1940.
Another variant of the D 1 developed in response to the C1 programme of 1923, the D 19 appeared in the summer of 1925 with a 400hp Hispano-Suiza 12Jb. By comparison with the D 1, the D 19 had parasol-wing configuration, but featured an all-new wing of increased span. Although rejected by the French Air Force, a demonstration for the Swiss government in August 1925 led to an order for three aircraft. This Aircraft had the replacement of the Lamblin radiators with a more conventional frontal radiator and a wing similar to that of the D 1 was adopted.


A second D 19 prototype was sold to Belgium, incorporating the same changes requested by the Swiss. The first Swiss aircraft was ferried to the EKW in March 1926. The two other Swiss aircraft were transported to Switzerland in February 1927 for assembly by the EKW, subsequently entering service with the Fliegertruppe. Used primarily for combat training by the Fliegertruppe and from the service were discarded in 1940.
