Bertram Home Ramsay was born on 20. January 1883 in London. His father was brigadier general William Alexander Ramsay, mother Susan Newcombe Minchener. Attended Colchesterské the royal grammar school in 1898 he entered the Royal navy. First served on the terraced ship HMS Britannia, after a year on the cruiser HMS Crescent. From August 1915, he commanded the small monitor M. 25, who is from Dover participated in patrol activities at the belgian coast. In October 1917 the same action performed as the commander of the destroyer HMS Broke. In may 1918 with this ship participated in the second raid on Ostend. For his performance earned him a positive mention in the report. In the interwar period he commanded in the years 1924-1925 the light cruiser HMS Weymouth, in the years 1925-1927 the cruiser HMS Danae, and in 1929-1931, the heavy cruiser HMS Kent. In this time, he served simultaneously as the chief of staff Chinese station. In 1933 he took over the command of the battleship HMS Royal Sovereign. In 1935, then became chief of staff Domestic flot.

In February 1929 he married Helen Margaret Menzies, daughter of colonel Charles menzies just. She gave him two sons, David and Charles, who graduated from the Royal military academy in Sandhurst and in the end stood at the head of the territorial army. Bertram Ramsay retired from active service in 1938. In the following year, but prime minister Churchill persuaded to return. Ramsay received the rank of vice admiral and in August 1939 he took over the management of operations in the Dover area.
