Philipp Weber von Ebenhof was born 30. April 1818 in Cerhenicích in Cologne. He attended the Prague gymnasium and at the Charles university he studied law. In 1838 he entered into state service and served in the Czech republic in various official positions. In December 1859 he was a council on místodržitelství the emperor appointed to the position of chief of police in Vienna, while at the same time became the royal council. In the police field he had no experience, in fact, the office did not stay long, already in the following year it was replaced by Josef Strobach von Kleisberg, who held the higher police functions in austrian Italy.

It is not clear what functions he held during the years 1860-1865, but in the second half of the 60. years he held the position of vice president místodržitelství for the Austrian under Enží. In 1868 he promoted and was appointed governor. The same post then held in Moravia, in Bohemia and in Austria over Enží. In his post he tried to promote the industrial and transportation development of these countries. During his místodržitelské services received, inter alia, the Order of the iron crown II. class and grand cross of the Order of Franz Joseph, he was elevated to the status of free of lords and appointed a secret council. He died 21. July 1900 in the upper austrian Linz.
