2.9.1942 commissioned Dipl.Ing. Klein (L Flak 4/VI) to the company Krupp a request for the development of a new light anti-aircraft tank. The initial specifications were to use 3.7 cm Flak 36, 3.7 cm Gerät 339 and 2 cm Flakvierling 38. The vehicle was to have a maximum weight of 4.5 tons with the gun, ammunition and a crew of seven. Components from the projected light tank Pz.Kpfw.II Ausf.L "Luchs" were to be used. The company was promised delivery of the Luchs chassis and 2cm Flakvierling drawings.
On 1.10.1942 the company received drawings of VK 13.05 (extended Luchs platform ????), sketches of VK 16.02 Leopard, drawings of 3,7cm Flak 36 and 2cm Flakvierling. As the production of Luchs was not foreseen, the company Krupp proposed the use of the planned tank VK 16.02 "Leopard" on 13 October 1942.
The first proposals were submitted by representatives on 4.11.1942. These were machines with the 2 cm Flakvierling, 3.7 cm Flak 36, 3.7 cm Flak 43 and 10.5 cm le.F.H.43 (Grille 10) guns. The total weight using components from the Leopard was expected to be around 25 tons. However, the Leopard project was cancelled and therefore a request was made to use components of the medium tank Pz.Kpfw.IV or le.F.H.43 (sFl.) Kp I.
The specifications laid down called for a maximum weight not exceeding 25 tons, the use of a Maybach HL 100 engine (HL 90 for the prototype), AK 7-80 transmission (SSG 76 for the prototype), and the tank using the Pz.Kpfw.IV chassis was to reach a top speed of 45-50 km/h. The vehicle was to be capable of firing against ground targets. The gun was to be protected by hinged sidewalls of similar design to the heavier versions VFW/VFW II.
22.2.1943 were Dipl.Ing. Klein by Krupp and 3.7 cm Flak 43 and SKA 744 with 5 (5.5) cm Gerät 58 (Kp) gun drawings were delivered. The request was for two serial versions of the new anti-aircraft tank (the first with variable mounting 3.7 cm Flak 43 and 5.5 cm Gerät 58 (Kp), the second with variable mounting 2cm Flakvierling and 3.7 cm Flak 36 and Flak 43). A 1:10 scale wooden model was made with a 5.5 cm Gerät 58(Kp) gun. This was the first model that could also carry the 3.7 cm Flak 43.
The company Krupp was to use unpaneled sheet metal to speed up the production of the first prototype. The contract for the production of the prototype was awarded on 12.4.1943. The aforementioned components for the prototype were to be delivered. The vehicle was to run on the Kgs 61/500/130 tracks VK 16.01 (Pz.Kpfw.II Ausf.J). The company Krupp received a contract increase on 21.4.1943 for a second platform intended for a design by Rheinmetall. Delivery of the first prototype was scheduled for 2/1944.
On 10/5/1943 a new drawing was prepared with the specifications listed in the table at the beginning of this topic. The acute need for mobile anti-aircraft weapons to support mechanized units led to the decision on 29/5/1943 to use the classic Pz.Kpfw.IV platform to develop new anti-aircraft tanks. This later led to the development of the 2 cm Flakvierling 38 auf Fahrgestell Pz.Kpfw.IV and other designs based on this platform. Nevertheless, the company Krupp continued further work on the project. In 6/1943, the Krupp plant in Essen, where the prototype was being born, was bombed and further work could not be continued. Work on the prototype made of unpunched steel was transferred to the Krupp-Gruson Werk AG plant. On 3/17/1944, it reported that it had all available components and the plan was to have the prototype leichter VFW with a 5.5 cm automatic antiaircraft gun ready in 5/1944. However, work was prolonged and it was not until 27/11/1944 that the company reported the installation of the Maybach HL 90 engine on the platform. Further information on the project is not available. Whether the prototype was completed and tested is unknown.

The project tank platform with 3.7 cm Flak 43 (2/1943) was to have eight all-metal overlapping wheels.
The tank project platform with 5.5 cm Gerät 58(Kp) (5/1943) was to have six all-metal non-overlapping running wheels of larger diameter than the machine with the 3.7 cm gun.
Both platforms used the rolling bogies from the Pz.Kpfw.IV. Suspension was provided by leaf springs. Both designs had hinged superstructure sidewalls, the guns were to be protected by an armoured shield.
