Letoun bylo možno katapultovat, přistání proběhlo v blízkosti lodi. In 1935, the Royal Siamese Navy (now the Royal Thai Navy) placed an order with Japan for two gunboats, two corvettes and two submarines. Watanabe Iron Works was awarded the contract for the reconnaissance seaplanes to be carried aboard the corvettes.
After delivery, they were taken aboard the two Siamese corvettes, Tacheng and Mekong, each displacing 1,400 tons, with the remaining aircraft kept in reserve. Sufficient strength was designed into these aircraft so they could be catapultlaunched. They had similar performance to the Type 96 Small Seaplane, and therefore were regarded as successful.

Brief history:

In 1935 commissioned the siamese navy (the Siamese kingdom was the strongly pro-japanese), two gunboats, two corvettes and two submarines. The corvettes should operate on float reconnaissance planes, a contract for their production acquired by the company Kabushiki Kaisha Watanabe Tekkosho.
The project work took the chief designer Ryohačiro Higuči, work began in December 1935, the base was a small experimental aircraft for the submarine, which was built on the basis of the specifications of the 9-Shi. Adjustments of the airplane took place from June 1936 to April 1937. The first prototype was completed in February 1938, and immediately commenced the tests, which went well and so it was in this year built another six aircraft, which were forwarded to the siamskému the navy.
Both siamese corvettes entitled Tacheng and the Mekong, carried the after one aircraft, the other aircraft remained in reserve. The metal structure of the airplane (the surface was coated with canvas) showed a sufficient strength and, if necessary, could be being catapulted. Aircraft for Siam reportedly have similar flight characteristics as they have a Small naval aeroplanes Watanabe type 96 (E9W1) and so were considered successful.
