According to the 1924 Constitution of the USSR, the national commissariats were divided into all-Union (foreign affairs, military and naval affairs, foreign trade, transport, post and telegraph) and combined (Supreme Council of National Economy, Food, Labour, Finance and Workers' and Peasants' Inspection). The all-Union commissariats exercised their authority in the territory through plenipotentiaries, while the combined commissariats did so through the respective people's commissariats of each union republic. Some people's commissariats were established only at the level of the republics (agriculture, interior, justice, education, health or social security). Over the years, a number of reorganizations have taken place - commissariats have been established, dissolved, merged, moved from the republican to the union level, etc.


The Council of People's Commissars of the USSR was responsible to the Congress of Soviets of the USSR, or, in the period between its sessions, to the Central Executive Committee of the USSR. The 1936 Constitution brought a change - the Council of People's Commissars continued to be responsible to the Supreme Soviet of the USSR.

In July 1923 the RLK consisted of
- People's Commissariat of Workers and Peasants Inspection
- People's Commissariat of Transport
- People's Commissariat of Finance
- People's Commissariat of Posts and Telegraphs
- People's Commissariat of Food
- People's Commissariat of Labour
- People's Commissariat of Military and Naval Affairs
- People's Commissariat of Foreign Trade
- People's Commissariat of Foreign Affairs
- Supreme Council of National Economy



Gradually, the following changes were made:
- In 1924, the People's Commissariat of Food was abolished.
- In May 1924, the People's Commissariat of Internal Trade was established by reorganizing the Internal Trade Commission
- In November 1925, the People's Commissariat of Foreign Trade and the People's Commissariat of Internal Trade were merged into the People's Commissariat of Foreign and Internal Trade
- In December 1929, the People's Commissariat of Agriculture was established
- In November 1930, the People's Commissariat of Foreign and Internal Trade was divided into People's Commissariat of Foreign Trade and People's Commissariat of Supply
- In January 1931, the People's Commissariat of Transport was split off from the People's Commissariat of Water Transport
- In January 1932, the Supreme Council of National Economy was abolished; in its place were established the People's Commissariats of Heavy Industry, Light Industry and Forestry
- In January 1932, the People's Commissariat of Posts and Telegraphs was renamed the People's Commissariat of Communications
- In October 1932, the People's Commissariat of Agriculture was split off from the People's Commissariat of Grain and Livestock Sovkhoz
- In July 1933 the People's Commissariat of Labour was abolished
- In February 1934, the People's Commissariat of Workers' and Peasants' Inspection was transformed into the Soviet Inspection Commission of the RLK of the USSR
- In July 1934, the People's Commissariat of Internal Affairs was established, into which the United State Political Administration (under the name Main Administration of State Security) was incorporated
- In July 1934, the People's Commissariat of Military and Naval Affairs was renamed the People's Commissariat of Defense
- In July 1934, the People's Commissariat of Supply was divided into the People's Commissariat of Internal Trade and the People's Commissariat of Food Industry
- In July 1936, the People's Commissariats of Health and Justice were established
- In December 1936, the People's Commissariat of Defence Industry was split from the People's Commissariat of Heavy Industry
- In August 1937, the People's Commissariat of Engineering was separated from the People's Commissariat of Heavy Industry
- In December 1937, the People's Commissariat of Defence was split off from the People's Commissariat of War Navy
- In January 1938, the People's Commissariat of Redemption was established
- in January 1938 the People's Commissariat of Internal Trade was renamed the People's Commissariat of Commerce
- In January 1939, the People's Commissariat of Light Industry was split off from the People's Commissariat of Textile Industry
- in January 1939, the People's Commissariat of Defence Industry was divided into the People's Commissariat of Aviation Industry, the People's Commissariat of Shipbuilding Industry, the People's Commissariat of Armaments and the People's Commissariat of Ammunition
- in January 1939, the People's Commissariat of the Food Industry was split off from the People's Commissariat of the Fish Industry and the People's Commissariat of the Meat and Dairy Industry
- In January 1939, the People's Commissariat of Heavy Industry was abolished; in its place were established the People's Commissariat of Fuel Industry, the People's Commissariat of Black Metallurgy, the People's Commissariat of Nonferrous Metallurgy, the People's Commissariat of Power Plants and Electrical Industry, the People's Commissariat of Chemical Industry and the People's Commissariat of Building Materials Industry
- in February 1939 the People's Commissariat of Engineering was divided into the People's Commissariat of Heavy Engineering, the People's Commissariat of Medium Engineering and the People's Commissariat of General Engineering
- In April 1939 the People's Commissariat of Water Transport was divided into People's Commissariat of the Navy and People's Commissariat of the River Fleet
- In May 1939, the People's Commissariat of Construction was established
- in October 1939 the People's Commissariat of Fuel Industry was divided into the People's Commissariat of the Oil Industry and the People's Commissariat of the Coal Industry
- in April 1940 the People's Commissariat of Electricity and Electrical Industry was divided into the People's Commissariat of Electricity and the People's Commissariat of Electrical Industry
- In April 1940, the People's Commissariat of Forestry Industry was split off from the People's Commissariat of Paper and Pulp Industry
- in September 1940 the Soviet Control Commission of the RLK of the USSR was transformed into the People's Commissariat of State Control
- In February 1941, the People's Commissariat of Internal Affairs was split off from the People's Commissariat of State Security
- in March 1941, the People's Commissariat of the Chemical Industry was separated from the People's Commissariat of the Rubber Industry
- In July 1941, the People's Commissariat for Machine Tool Manufacturing was established
- In July 1941, the People's Commissariat of State Security was again incorporated into the People's Commissariat of the Interior
- In September 1941, the People's Commissariat of Tank Industry was established
- in November 1941, the People's Commissariat for Machine Tool Production was incorporated into the People's Commissariat for Tank Industry
- in November 1941 the People's Commissariat of General Engineering was transformed into the People's Commissariat of Mortar Armament
- in February 1942 the People's Commissariat for Machine Tool Production was re-established
- In April 1943 the People's Commissariat of the Interior was again split off from the People's Commissariat of State Security
- in October 1945 the People's Commissariat of Tank Industry was transformed into the People's Commissariat of Transport Engineering
- in November 1945 the People's Commissariat of Industrial Crops was established
- in January 1946 the People's Commissariat of Ammunition was transformed into the People's Commissariat of Agricultural Engineering
- in January 1946 the People's Commissariat for Construction was divided into the People's Commissariat for the Construction of Heavy Industry Enterprises, the People's Commissariat for the Construction of Military and Naval Enterprises and the People's Commissariat for the Construction of Fuel Enterprises
- in January 1946, the People's Commissariat of Coal Industry was divided into the People's Commissariat of Coal Industry of the Western Regions and the People's Commissariat of Coal Industry of the Eastern Regions
- in February 1946 the People's Commissariat of Construction and Road Engineering was established
- in February 1946, the People's Commissariat of Medium Engineering was transformed into the People's Commissariat of Automobile Industry
- in February 1946 the People's Commissariat for Mortar Armament was transformed into the People's Commissariat for Engineering and Toolmaking
- In February 1946, the People's Commissariat of Defense and the People's Commissariat of the Navy were merged into the People's Commissariat of the Armed Forces
- In March 1946, the People's Commissariat of the Oil Industry was divided into the People's Commissariat of the Oil Industry of the Eastern Regions and the People's Commissariat of the Oil Industry of the Southern and Western Regions
- In March 1946, the People's Commissariat of Grain and Livestock Sovkhoz was abolished



- In March 1946, the Council of People's Commissars was renamed the Council of Ministers and the People's Commissariats were renamed ministries
