Brief history:
In 1926, the development of a trainer aircraft was started at Ishikawajima Hikōki Seisakushō, the whole project was a purely private affair of the named company. The project was led by engineer Shiro Yoshihara under the supervision of Dr. Lachmann. The aircraft was designed to be powered by a Cirrus Mk.I engine, this engine was licensed by the motorcycle department of the Ishikawajima factory.
The aircraft was designated CM-1 (Cirrus Motor) at the factory, but the designation was later changed to R-1, or Renshuki -1 (Renshuki - training aircraft (Japanese loose translation)). The R-1 was considered the first modern trainer aircraft built in Japan and was offered to the Army Air Force. Compared to the Army's Mitsubishi Type KM trainer (Hanriot HD.14), an aircraft used extensively by the Army at the time, the Ishikawajima R-1 was a very advanced design.
However, the Army Air Forces did not accept it into their armament, accusing it of instability (certainly a serious shortcoming for a trainer), and its overall performance was lower than expected.
