    Brief history:

    In 1921 he began to develop naval arsenal in Jokosuce float reconnaissance aircraft, which was supposed to replace the archaic aircraft Yokosuka Ro-Go Ko-Gata. However, japan at that time not even their own engineers who had experience building aircraft and so sought help abroad. Engineers in Jokosuce help british colleagues from the factory Short Brothers. Thanks to this cooperation originated a two-seater biplane, which was powered by the engine of the fork-line engine Lorraine-Dietrich 1 V12 on the performance of 400 horsepower.
    They were first in 1923 and completed two prototypes of which were navy marked as reconnaissance seaplane type 10, soon, it was found that the plane is heavily podmotorovaný. After these two prototypes was in the year 1923 built a slightly modified type of the 10 model, but the flight characteristics are much improved.
    Only in 1925 was created reconnaissance seaplane type 10 model B, in which the engineers managed to solve problems with a large weight and considerable instability of the aeroplane. Still this involved the construction of prototypes and pre-series production of several pieces, these aircraft were not included in the armament of naval aviation.

    In the meantime, the imperial navy in 1923, formulated again their new requirements for a reconnaissance seaplane and naval arsenal in the Jokosuce uses its reconnaissance seaplane type 10. The aircraft, however, has undergone major design modifications during which it was reduced the margin by more than two meters (2 to 170 mm) and the empty weight of the aircraft managed to reduce about 252 kg. The new aircraft was finally accepted into the armaments of the naval air force under the designation of reconnaissance seaplane type 14 (he was 14. year of the reign of the emperor Taišo (1925)), officially, that happened on 27. January 1926. In 1928 was in the navy introduced a new designation of the aircraft and the type 14 was assigned a short label E1Y1 - reconnaissance seaplane, produced as the first in the maritime arsenal in Jokosuce. Aircraft reaching a higher takeoff weight than 2 000 kg and therefore could not be this type catapulted the old types of catapults used on warships of the imperial navy.
