V roce 1938 objednalo francouzské námořnictvo plovákový průzkumný/pozorovací letoun, který měl vzlétat pomocí katapultu z palub válečných lodí. Prací na projektu se ujal Emilie Dewoitine v nové společnosti SNCAM, která byla společenstvím znárodněných leteckých továren. Námořnictvo objednalo stavbu dvou prototypů označených HD-730. The Dewoitine HD-730 was designed by Emile Dewoitine at the Société nationale des constructions aéronautiques du Midi (SNCAM), was nationalised, in order to meet a French Navy requirement for a light catapult-launched observation aircraft, with two prototypes ordered in 1938.
The HD.730 was constructed completely in metal, except the control areas which were finished in fabric. The wings were foldable for onboard storage. Undercarriage were twin floats. The twin vertical stabilizers carried rudders on the ends of the horizontal fins, and the crew of two was housed onder a long cabin roof made from transparent material. In March 1938, two prototypes were ordered, which received an inline engine of type Renault 6Q-03 for propulsion. Brief history:

The French air force at the end of the thirties of the twentieth century stood before the task to go through an extensive modernization. Design teams began at the instigation of the air force feverishly to develop new aircraft projects and build many prototypes of planes of all possible categories.
In this period were built two prototypes of the surveillance aircraft for the warships of the French navy. These aircraft began to emerge in the newly created company SNCAM, which was the community in 1937, the nationalized factories. On viewing float plane began early in the year 1938 the work of the design team under the leadership of Emile Dewoitina. The project was factory marked with the A50. Soon after the initiation of the project work was then commenced and to the construction of two prototypes.

At the end of 1939 it was completed and ready for testing the first prototype. On the surface of the lake Berre was for testing ready all-metal low-wing plane with the wings pointed to the letter W, the wings can be folded along the fuselage, so to save space on board warships. 26. 12. 1939 was made the first long jump, the first take-off was made already 6. 1. 1940. Already during the first flights showed podmotorovanost of the aircraft, poor hydrodynamic properties. The aircraft were subsequently amended, these bad characteristics at least partially eliminated. In the framework of these adjustments have been extended both floats more forward, increasing the angle of attack of the wing, etc., the tests then continue and from may to the tests joined the second prototype. After the surrender of France were both prototypes stored close to Marseille.

Further adjustments were made in June 1941, therefore, already in the vichy republic. Both prototypes were given slightly more powerful engines Béarn 6D, fly, however, was only the second prototype, except přehřívajícího engine was directional instability, it was considered about installing a third vertical tail surfaces. These tests were carried out under the supervision of the Italian air force, the Italians exams ended at the end of the year 1941, and both prototypes were stored together with a slightly more modern prototype Many HD-731 in Vitrolles. After the war he still considered the resumption of the tests, but in 1946 were all the work finally completed.
