The design of a new light tank of the "IIa" category (a light tank designed for the needs of cavalry) by the ČKD company was created in 1935 on the basis of a request from the Main Staff of the Czechoslovak Army and the specifications given by the [iaa]Military Technical and Aeronautical Institute. They were to be machines with a frontal armour thickness of 25 mm, a side armour thickness of 15 mm and a speed exceeding 30 km/h. In addition to ČKD, Škoda took part in the competition for a new tank of this category with its project Škoda Š-IIa (the winning design, which was introduced into the armament of the Czechoslovak army as the [iaa]LT vz.35).
The P-IIa was based on the ČKD P-II (LT vz.34), which was mass-produced and adopted by the Czechoslovak army. The prototype was made of non-panned steel. The thickness of the plates ranged from 8, 10, 12 and 16 mm. Only a wooden dummy A3 Astra gun was fielded in the turret during the testing phase, later when offered to foreign interested parties, the model 34 ÚV (Skoda A3) gun was fielded. The armament was supplemented by two heavy ZB pattern 35 machine guns. It was planned to install a radio station and a jamming device (the prototype did not have them). The machine received the standard camouflage paint of the time, consisting of fields of grass green, brown and ochre.

The prototype ČKD P-IIa (military registration number 19.003) underwent army comparison tests in the summer of 1935. Probably strong lobbying by Skoda representatives and their political attachment to the ruling party led to the quick and smooth adoption of the competing Š-IIa type. The two competing types did not differ significantly in performance, on the contrary, the rejected P-IIa was structurally simpler. On the other hand, the P-IIa based on the P-II did not have sufficient modernization potential. After unsuccessful offers to foreign bidders, the prototype was disassembled during 1936 and its parts used in the development of new types of tanks.
