On March 14, 1928, a programme for the development and production of light battle tanks was secretly launched at the request of the Wehramt. Due to the restrictions imposed on Germany and enshrined in the Treaty of Versailles, the secret military programme for the development of tanks bore the covert designation "Kleintraktor" (later changed to [iaa]"Leichttraktor").

The design work was based on the experience in the development of the LK I and LK II light tanks of World War I.
From a meeting of army and manufacturers' representatives on 25 April 1928, preliminary requirements for a fully tracked machine with a fully pivoting turret were drawn up, which was to be equipped with armament in the form of a semi-automatic gun of 37 mm calibre and one coupled machine gun of 7.92 mm calibre. The machine was to be powered by a 60 hp engine.

On 26.5.1928 further specifications were specified. The ammunition supply was to be at least 100-200 pieces of cannon and 3,000 pieces of machine gun ammunition, the maximum speed was to be around 40 km/h (at least 20 km/h in the field). The machine was to carry 150 litres of fuel, the frontal armour was to be 14 mm thick and the weight of the machine was not to exceed 6 000 kg. According to the plans, prototypes were to be built by 10/1929, tests were to take place in 1930 and the first machines were to be delivered in 1931. A preliminary production of 17 tanks was envisaged at a cost of 50,000 marks/unit. The machine was to be equipped with a fogging device, a filtering device against poisonous gases and was to be equipped with a radio station. The army's requirements were developed in close cooperation with the designers of Krupp, which was to be one of the manufacturers in the Kleintraktor programme. Daimler-Benz and Rheinmetall-Borsig were also to take part in the competition. Each company had to build two prototypes by 1.6.1929.

In addition to battle tanks, the platform was to be useful for supply, ammunition and vehicles usable in various industries. The designs were to be drawn up later. Due to difficulties in concluding a contract with Daimler-Benz, it was decided for the future that one of the companies would develop the 3rd prototype as a supply vehicle (Nachschubfahrzeug) and the other as a self-propelled tank fighter ([iaa]3.7 cm Kampfwagen-Abwehr-Selbstfahrlafette).

10.6.1928 made by In6(K) final specifications:
- The name of the project was changed from Kleintraktor to Leicht-Traktor.
- The project was required to develop a multi-purpose platform that would form the basis not only for a battle tank, but also for a supply vehicle, an ammunition vehicle, a tractor for light or medium cargo and a tank fighter.
- It was required to adapt the platform also for machines usable for industrial use.
- The armament was to consist of a 37 mm semi-automatic cannon, which was to be mounted in a fully rotatable turret together with a heavy machine gun. The ammunition supply was to be a minimum of 150 rounds for the gun and 3,000 rounds for the machine gun.
- The crew was to consist of four men (commander, driver, gunner, radio operator)
- The armour was to be able to withstand armour piercing rifle ammunition.
- Max. speed on the road was to be around 25-30 km/h, in the field 20 km/h, range was to be 150 km/6 h
- Climb 60% (31°) - the machine was to be able to negotiate such a climb for at least 1 km stretch at a min. speed of 3 km/hr. The machine had to overcome obstacles 0,6 m high, ford 0,6 m, ditch 1,5 m wide.
- The specific soil pressure was to be a maximum of 0,5 kp/cm2.
- The machine was to be equipped with a radio station with a range of 2-3 km for phonic communication and up to 7 km for Morse code transmission.
- The machine was to be equipped with protection against poisonous gases, a fogging system and be capable of navigating on the surface after fitting the appropriate auxiliary equipment.
- The weight limit of 7,5 tonnes was not to be exceeded.

On 16.6.1928 the specifications with the contract proposals were sent to Krupp, Daimler Benz and Rheinmetall. The companies were to produce two prototypes each of non-panned steel after the contract was accepted. Daimler Benz did not accept the offer to participate in the project.
The company Krupp prepared preliminary drawings of the appearance of its tank very quickly. Drawings of the SK.99 and detailed designs of the construction nodes were dated as early as 3 July 1928. In addition to the tank design, there were also designs for the commercial civilian use of the platform, referred to as the leichte Zugmaschine (L.Z.) (construction drawings marked SK.99a). The platform could have been equipped with ploughs, winches, or could have served as a truck. In addition, there were designs for an ammunition and supply vehicle (drawings SK.112). It was to be a vehicle based on the Leichttraktor tank without any major modifications, except for the absence of a turret. The vehicle could carry 15 soldiers in addition to the driver. A further modification of the platform was to create an artillery observation and guidance vehicle (Beobachtungswagen). The vehicle was to have a fully armoured superstructure. The roof of the vehicle was to have retractable observation scopes. This modification could also be used as an ambulance, whose crew was to consist of a doctor and two assistants in addition to two drivers.
Another modification, the specifications of which were still being worked on, was to be a tank interceptor (3.7 cm gun) and a self-propelled gun (7.5 cm field gun). The intention to develop a self-propelled gun with a 7.5 cm field gun seemed unlikely, due to the small battle space, which had no room for crew and ammunition.
Designs and assessments were underway until 31 October 1928, when decisions were made on the engine to be used, the location of the radiator and the gearbox. It was also decided to use some of the undercarriage structural parts, which were to be the same as the Grosstraktor project. In advance i.e. on 9.10.1928 it was reported by Krupp that the work on the wooden model had been completed. Of course, as the specifications had not been delivered, the model did not have a turret and interior details.
