It's not my thing, so I'm asking for your comments - what is it and what is it for?

Maybe it would help if there was a scale to it. In any case, it would be more of a case for something (cleaning, optics, ND kit, ..) than a pouch (say for magazines).

Similar pouches (I'm not saying it's this one) can be seen on the photos of MG 34 shooters, there it's a pouch for machine gun accessories. I wouldn't dare to say if this is the one.

I think it's an accessory case for a machine gun, probably MG-42. It was worn on the belt on the right front and contained necessary parts such as a spare bolt with firing pin, mounting tools, sights for shooting at aircraft, oil, cleaning supplies, barrel cap and an asbestos pad for gripping the hot barrel when replacing it.
As far as markings are concerned, the code "eqf" belonged to the leather company Karl Böcker, Lederwarenfabrik, Waldbröhl, Rheinland . However, the acceptance code "WaA 143" (if I read correctly) is a bit "nonsense". This code is known from the 98 carbine made in F.N. Lüttich in 1942. However, the code "WaA142" is known from Böcker, and it is on a P08 holster from 1939
I think some specialization was needed for Waffenamt receiving officers after all. This "small discrepancy" and the overall appearance of the satchel (as new) would personally make me cautious as far as originality is concerned.
