I think Buko is right, it's a quarter-kilo tritol charge with a detonator. As far as I know, it is subject to the law on weapons, so from this point of view it is illegal in the Czech Republic (and probably in the Slovak Republic) to hold.

It's small with those cables, in our military it's called an electric torch, if I remember correctly. It is used to make the charge explode. Non-timed is EPIO, timed is EPIC, EPIP, EPID and the like. (according to the time by which the explosion is delayed from the supply of electrical energy to the contacts).
