The first MB 411 was flown in June 1935, the prototype was the previous MB410 which was a development of the MB 35. The MB 411 was built on order of the Navy Department which required an observation aircraft for the submarine Surcouf. This submarine was intended for long patrols on trade routes and its armament, in addition to 203 mm guns, was to include an observation aircraft to search for prey. Small dimensions were required to fit into a hangar created behind the submarine's turret and the aircraft could be quickly folded and unfolded. The requirement was within 10 minutes, but according to some sources, 4 minutes was reportedly enough to fold it after flight. The first aircraft, designated MB 411- 01, was tested, including flights with unloading and loading onto the submarine, until early 1936. After the tests were completed, it was returned to the Mureaux factory for refinement. Among other things, two small vertical platforms were added to the tail surfaces, but mainly it was converted to a two-seater as the original specification was for a single-seater. The take-off weight was therefore increased from 950kg to 1020kg. The conversion was completed by May 1936. Trials continued and on completion the machine was loaded aboard the Surcouf. At the same time, it was decided to purchase a second machine of the same type, but the order was not placed until 10 February 1937, and the MB 411-02 was completed in July 1937. The official designation of the machine was MB 411 HB2 i.e. "hydravion embarqué biplace" Czech for deck two-seater seaplane and the name "Pétrel".
The first machine was taken aboard the submarine Surcouf to England where it made several reconnaissance flights along the Devon and Dorset coast. It was then stored in Plymouth where it was damaged in 1941 and there is no further news of it. The second machine was apparently stored in France (probably at Brest) but no information on its fate is known.

Konstrukčně se jednalo o dvoumístný samonosný dolnoplošník s jednoduchým obdélníkovým křídlem. Přistávací zařízení bylo tvořeno jedním centrálním plovákem pod trupem a dvěma vyrovnávacími pod křídly. Konstrukce byla smíšená, potažená překližkou a plátnem.
