In 1954, has been in the minsk automotive plant (Минский автомобильный завод, МАЗ, read: Minskij avtomobil'nyj zavod, MAZ) founded the design office (Специальное конструкторское бюро, СКБ-1, read: Spjecial’noje konstruktorskoje bjuro, SKB-1), the chief designer has become a B. Šapošnik (Б. Шапошник). A year later, the design office has proposed a prototype MAZ-528, which was constructed as a multipurpose carrier and tractor. It was a two-axis vehicle with drive to all four wheels. Chassis of the tractor was equipped with large tires and a diesel engine. Cabin received from the type 200. MAZ-528 has become a model for the emergence of types of 529 and 538.
