It is designed to perform functions in air traffic control and combat operations of air units in field conditions, it can also be used at permanent airfields.
It is housed in a modified KUNG-1M body on a ZIL-130 car chassis and a pair of AB-4-T/230M electric power units carried in a 1-P-3 single-axle trailer serve as the power source.
The crew consists of :
1. Flight Controller Shift (FCS) :
(a) On the elevated platform: PIC, pilot, marker,
b) "Lower" station: timekeeper, radio mechanic/joiner
2. Chief, starter/operator, driver/engineer
Radio stations for communication with the aircraft are included in the set for communication in the 1st and 2nd air bands
Originally VHF R-802, VHF/UKV R-832M, backup R-859 and R-809M,
later changed to:
- R-803(R-862) (2 pcs),
- R-859(1 pc),
- R-809 M2 (1 pc),
- R-105 M (1 ks),
- receiver R-880M (2 pcs),
It is possible to use radios not included in the SVS SKP-11 via remote controls.
(R-811(VHF), R-820(HF), R-821(VHF), R-824(VHF), and via cable line other airport radios.
The line connection is to the airport or city automatic exchange, 8 lines to selected objects and airport radars.
Some lighting equipment can also be controlled from the SVS - e.g. switching on and off the airport lighting set, supply radios and beacons, firing signal flares, etc.

Starting command post SKP-11 performs auxiliary functions in flight control together with the permanent command post, in case of failure of the permanent command post, SKP takes over the main function in flight control.
The SKP device is mounted in the KUNG-1 cabinet, which is located on the chassis of the ZIL-130E car.
The generators are located on a 3 t single-axle trailer I-R-Z with a tarpaulin.
