Je rozdělena do dvou kategorií - služba společnosti (Community Service) a veřejná služba (Public Service). Je udělována jako uznání za dobrovolnou službu společnosti a také osobám zvoleným (či nominovaným) do veřejných úřadů. Příslušníci ozbrojených sil mohou medaili obdržet, ovšem ne za svou vojenskou službu, nýbrž jako odměnu za službu pro civilní sektor.
