Ships of this class were designed as training cruisers. Also for this reason they had, for example, mixed propulsion (steam turbines and diesels) and very low speed. During the war they served as flagships for submarine fleets, as escort ships for convoy protection and anti-submarine ships. Kashima was converted into an anti-submarine cruiser in January-February 1945: the aft compartments were rebuilt into a protected magazine for up to 100 depth charges, 4 depth charge launchers were installed. The depth charges were installed on the deep sea and 2 slides, as well as hydrophones and sonar. Anti-aircraft. The armament was considerably strengthened: 2 double-barrelled anti-ship guns were installed in place of the removed torpedo tubes. 127 mm guns, the number of 25 mm antiaircraft guns increased to 30 barrels and Type 22 and 13 radars and two Type 2 infrared communication devices were installed.
