History:
This aircraft was designed and manufactured by 川西航空機株式会社 - Kawanishi Kōkūki Kabushiki Kaisha, based in Nauro (hereafter Kawanishi), based on upgraded specifications 12-Shi, which the Japanese Naval Air Force (海軍航空本部 Kaigun Kōkū Hombu) changed in late 1937, rejected the original requested machines and demanded a significantly modified design. Kawanishi built prototypes that competed with aircraft from rival factories 愛知航空機株式会社 - Aichi Kōkūki Kabushiki Kaisha and 中島飛行機株式会社 - Nakajima Hikōki Kabushiki Kaisha.


The Naval Air Command - Kaigun Kōkū Hombu first requested the specifications of the 12-Shi floatplane reconnaissance aircraft in a two-seat design. Factory design teams responded with their prototypes E12A1, E12K1 and E12N1, shortly after their demonstration, which was in 1937, the Kaigun Kōkū Hombu changed the requirement to a three-seat reconnaissance floatplane, planning to use it both in coastal waters and on larger naval units. Kawanishi's design team designed an all-metal, self-supporting, twin-float monoplane; performance was not poor, only in top speed it was outperformed by the competing Aichi E13A1, which was 27 km/h faster.
The Kawanishi E13K1 was also more demanding to operate, and the crash of the first prototype that occurred during testing* apparently decided all of this, and the Aichi E13A1 went into production; it was later codenamed Jake.


* The first E13K1 prototype crashed during trials to test the aircraft's behaviour during a dive bombing run with a 250 kg bomb. The structure of the aircraft vibrated so much that the aircraft disintegrated in flight.
