He was born on December 9, 1896 in the town of Velikyje Luki in the Pskov region in the family of a railway worker. In the First World War, which he participated as a cavalryman, he reached the rank of non-commissioned officer. In December 1917 he joined the Red Guard and in the years of the Civil War he commanded the squadron and cavalry regiment. He fought in Siberia and the Far East at the East China Railway. After completing cavalry command courses, he became the chief military adviser to the Mongolian People's Revolutionary Army in 1926-28.


After returning to the USSR he studied at the Military Academy M. V. Frunze, which he completed in 1929. He then commanded the regiment and the 5th Independent Cuban Cavalry Brigade and from January 1930 Samara Cavalry Division. In 1936 he was appointed commander of the 5th Cavalry Corps. During the years of Stalinist reprisals, he was arrested and accused of espionage and high treason. Only miraculously managed to escape death and on the personal guarantee of the marshal S. K. Timoshenka was released in the spring of 1940. After recovering from prison, he took command of the 19th Mechanized Corps in November 1940.


In the years of the Great Patriotic War he commanded first the 16th Army, then gradually Bromansky, Donsky, Medium and 1. i 2. Belarusian front. He showed extraordinary commanding abilities and therefore he was entrusted with command Victory Parade on Red Square June 24, 1945.


After the war, he became the head of the Northern Group of Troops, before he was in 1949 at the request of B. Bieruta sent to Poland, where he took over as Minister of Defense. After the arrival W. Gomulky was removed from office as a representative of the "cult of personality" era and returned to Moscow. There he took up the position of Deputy Minister of Defense and Chief Inspector of the Soviet Army. In October 1957 he was again relieved of all functions and sent to the position of commander of the Transcaucasian military district, but in January 1958 he returned to his original functions. From 1962 until his death in August 1968, he was a member of the group of Inspectors General of the Ministry of Defense of the USSR.
