In 1954, development began on two heavy artillery systems, the 406 mm self-propelled gun and the 420 mm self-propelled mortar (later 2B1 Oka), whose primary mission was to fire nuclear munitions.

The development of the 406 mm cannon was carried out under the designation SM-54 at the CKB-34 design bureau, and their production was carried out at the №221 plant. The design of the machine substructure was given to the design bureau of the Leningrad Kirov plant, its designation was Object 271, and it was largely based on the T-10M heavy tank. The SM-54 cannon was installed on Object 271 on 26 December 1957. A total of four of these systems were built, receiving the military designation 2A3. On 7 November 1957, all four examples were then displayed during the traditional parade on Red Square in Moscow.

The 2A3 proved to be a step in the wrong direction. The vehicle was too heavy, with poor mobility and its range was inferior to that of the Luna complex tactical missiles, so it was eventually not introduced into the Soviet Army's arsenal.
