Deployed units of the Yugoslav National Army (JNA) during the Croatian War of Independence:
- 2 anti-aircraft missile regiments armed with PLRK 2K12 Kub
- 271st Light Missile-Artillery Regiment
- 67th Self-Propelled Missile Regiment


In total, there were about 550 soldiers in the barracks. Croatian forces were very interested in acquiring the object, but did not have enough forces. They tried to negotiate the handover of the object with its commander, Milan Gligorič, but the negotiations were unsuccessful. This was followed by a blockade of the base by the Croatian National Guard and police. The acquisition of the barracks and especially its armaments would make the JNA's offensive operations (especially air support) in Dalmatia very difficult, as many former members of anti-aircraft missile regiments from the Šepurine barracks were able to serve within the Croatian National Guard, able to operate PLRK 2K12 Kub. In early October 1991, two JNA artillery regiments stationed in the barracks overcame the barracks blockade by the Croatian National Guard and the Croatian Police and joined the JNA's combat operations to gain control of the city Zadar . Several high-ranking officers of today's Croatian Armed Forces served in the Šepurina barracks - for example, General Corps Drago Lovrić (Chief of General Staff of the Croatian Armed Forces), Brigadier General Rajko Rakić (as a member of the JNA commanded these barracks), or Colonel Milan Perković (in 1991 commanded 4 Brigade of the Croatian militia in the defense of Zadar).
