In the late 1980s, a decision was made to modernise the vessels. The modernization was to include the replacement of one gun turret (57mm Bofors gun) with a PL system AK-630 and the replacement of P-15 Termit missiles with Swedish RBS-15s. The modernisation was carried out in Sibenik, Croatia, and after the declaration of independence of the Republic of Croatia in 1991, the newly formed Croatian Navy also acquired the newly modernised vessel RTOP 402 Vlado Cetkovic, which was subsequently renamed RTOP 21 Sibenik. The remaining ships joined the civil war on the side of the Federal Republic of Yugoslavia. In the mid-1990s, RTOP-403 Ramiz Sadiku was sent for overhaul; due to lack of funds, the repair was never completed, the ship was decommissioned from the Navy, and the disarmed and stripped hull was sold to the civilian sector. After the establishment of Montenegro in 2006, the remaining 4 units were assigned to the Montenegrin Navy.


In 2014, an agreement was signed between Montenegro and Kenya on the sale of the already decommissioned unit RTOP 401 Rade Končar for the needs of the Kenyan Navy, and in the following period the modernization (or total conversion) of the units RTOP-405 Jordan Nikolov Orce and RTOP-406 Ante Banino is being prepared.
