The GERMAN government wants to resolve the long-running dispute about who has to decide about shooting down planes hijacked by terrorists. In the case of the adoption of the amendment to the constitution would be about the shooting down of hijacked aircraft didn't have to decide several people, including the chancellor, but all the responsibility would carry the secretary of defense.
