The company Krupp had plans to develop and produce a medium tank for export purposes, the m.K.A. (mitlerer Kampfwagen Ausland), one variant of which was to be armed with a 2cm automatic gun. At a meeting of army representatives and representatives of the company Krupp on 5 October 1936, the idea of fitting such a gun into the turret of a light tank was presented L.K.A. The conceptual drawings for a turret with a 2cm Rheinmetall gun were completed on 5 February 1937. The turret's circumferential diameter was 920 mm, the increase in turret weight was 600 kg. However, the turret would not accommodate the ammunition supply, the planned supply of 150 rounds was to be carried in the hull. On 13 February 1937 it was approved that this turret would be mounted on L.K.A. 1. It was ordered to begin production of a second platform L.K.A. 1 of unpanted steel. The L.K.A. 2 was to be completed in 8/1937. The ordered turret was to be delivered in 1/1938. A special requirement was to solve the stabilization of the automatic gun. This was to be solved with the help of a hydraulic stabilizer and a small gyroscope. By 1/2/1938 the prototype L.K.A. 2 was almost complete, lacking only the engine, which was to be delivered within two weeks. The turret was to be delivered by 1.4.1938. Testing of the prototype was to begin early 4/1938 and the official presentation to potential clients was to be in 5/1938.

The original designation L.K.A.2 was changed to 2 cm K.A.
In addition to this version, the development of a modified version was planned as early as 5.2.1937, which was to have reinforced armour. This version was to be designated 2 cm K.A.v (v-verstärktem) and its weight was to be up to 7 tons. However, on 17.3.1937 it was decided that this reinforced version was to be built on the same platform as the 4.5cm K.A.
