In 1983, one missile brigade equipped with 9K76M complexes was deployed in the Czechoslovak Republic at the base of Potstat near Hranice in Moravia. In the same year, two missile brigades were relocated to the GDR with Temp-S systems. In both cases, it was the USSR's retaliatory response to the deployment of US Pershing 2 missiles in five NATO member countries (Germany, Great Britain, Belgium, the Netherlands and Italy), which took place in 1979.
During the 1980s, 58 launchers were deployed in the Czechoslovak Socialist Republic and the GDR, approximately another 40 were located along the border with China, 12 to 18 in the area of SW Asia near the border with Turkey. To this end, 12 to 18 launchers were left as a strategic reserve. After the conclusion of the agreement between the USA and the USSR on the liquidation of medium-range and short-range missiles in Washington on December 8, 1987, the 9K76 complexes, among other things, were gradually phased out. They were withdrawn from the territory of the Czechoslovak Socialist Republic and the GDR in 1988. The last of the 718 Temp missiles produced was destroyed on July 25, 1989.

The two-stage rocket carrier 9M76 is equipped with a solid propellant engine. Compared to the 9K72 Elbrus system, the weight of the mounted warhead can be higher, the 9M76 also has a longer range (approx. 900 km) and accuracy. The missile equipped with a nuclear warhead then bears the designation 9M76B.
