The VK 18.01 programme of 1939 was to create a heavily armoured tank capable of direct support of attacking troops against fortress systems. The Krauss-Maffei company was entrusted with the development of the platform, Daimler-Benz with the development of the turret. As the specification suggests, the weight of the tank was to be around 18 tons. A similar design of a heavily armoured light tank was also commissioned to M.A.N. (VK 16.01). Both projects were to use a number of identical design nodes. Both firms were to build four prototypes each and a 30-unit zero production run for proof of concept.

The VK 18.01 chassis consisted of a drive wheel at the front, a tension wheel at the rear, and five running wheels on each side suspended by torsion bars. The first and last running wheel had its own shock absorber. The diameter of the running wheels was 650 mm, the unlubricated tracks were of type Kgs 61-500/160. The front armour was 80 mm thick, the sides and rear were 50 mm thick armour plates. In the turret, a pair of MG 34 machine guns were mounted in an 80 mm thick shield. The sides and rear of the turret consisted of 80 mm thick radius armour plate. Five observation periscopes were arranged on the ceiling around the commander/shooter hatch. The machine guns' sights ranged from -10° to +20°. For weapons sighting, the commander had a binocular sight T.Z.F.8, the sighting ports of which were at the head of the turret shield between the machine guns.

The order for a 30-piece zero series was approved on 22.12.1939. The platform was to be manufactured by Krauss-Maffei, the turrets by Daimler-Benz. The armoured plates were to be supplied by Krupp. The original plans called for delivery of the tanks between December 1940 and March 1941. At the end of 1941, production of the 1st series VK 18.01 was to follow.

The prototype hulls and turrets were made of unpanned steel. Outside the main contract, two turrets were produced by Krupp in 1940. The first prototype was completed on 17.6.1940.

According to Waffenamt reports, Krauss-Maffei produced the first three tanks in April 1942, 12 tanks in May 1942, 5 tanks in August 1942, 3 tanks in September 1942, 2 tanks in October 1942, 4 tanks in November 1942, and the last tank in December 1942.

The prototypes intended for tests differed from the Zero Series machines. The zero series tanks were equipped with the Fu 2 radio], a five-fold smoke grenade launcher located in the rear of the hull and protected by an armoured cover, they had differently designed mudguards, tracks had lower guide teeth (160 mm - prototypes, 130 mm - zero series), the diameter of the circular side hatches on the hull was changed, the drive wheel had 16 teeth (13 teeth in the prototypes). The official designation of the tank according to the manual D 650/33 of 7/1942 was Pz.Kpfw. I Ausf.F (VK 18.01).

The source below states that the tanks, numbering 5, were assigned in May 1942 to 1.Kp./Panzer-Abteilung z.b.V. 66 (later renamed 8.Kp./Pz.Rgt.29), in which they were to be used for the invasion of Crete, but were instead sent to the Soviet Union in the Leningrad area. There, the Pz.Abt.z.b.V.66 was part of the 29th Panzer Regiment of the German Army's 12th Panzer Division. They remained there in small numbers until July 1943.

In May 1943, five tanks of this version were assigned to the 2nd Police Tank Company (2. Polizei Panzer Kompanie (neu)) in Vienna, which was transferred to the Eastern Front. All these tanks were destroyed by August 1944.

In March 1943, eight tanks were assigned to the 1st Tank Regiment of the 1st Panzer Division, with which they underwent deployment in the Soviet Union. It is from this division that the tank housed in the tank museum in Kubinka came from; the Soviets captured it in 1943.

The program also had an evolutionary successor, VK 18.02, which ended up only in the realm of consideration.
