Štefánik returned to Paris, where Jouvenel introduced him to the highest politicians: Prime Minister Aristide Briand and the most influential French man. Foreign Ministry Philippe Berthelot. Štefánik continued to promote the plan to create a Czech-Slovak state here, on 13 December 1915 he met with E. Štefánik's new task, which he set himself, was the creation of one control center for the joint resistance of the Czechs and Slovaks, as well as the creation of an independent Czech-Slovak army and its enforcement among politicians. In the meantime, Štefánik constantly pushed for the creation of a central representative body of the foreign resistance. Thus, the National Council of the Czech Lands was established in February 1916, which was later renamed the Czechoslovak National Council. Its chairman was T. G. Masaryk, vice-chairmen J. Here, as an aviator, he distributed leaflets on the Italian front, intended mainly for Czechs and Slovaks. After returning to Paris, Štefánik devoted himself intensively to the issue of establishing an independent Czech-Slovak army. He traveled to Russia for this purpose. On August 25, 1916, he was approached by Maurice Janin, head of the French mission in Russia, in Mogilov. Janin introduced Štefánik to Chief of General Staff Alexeyev and Tsar Nicholas, and he succeeded in strengthening the position of the Czechoslovak Socialist Republic in military circles. Jedinou živou výzdobou mohyly sú šľachtené jalovce, vyrastajúce z pôdy vrchu.


Mohyla je zhotovená z kvádrov z drahocenného trvácneho kameňa travertínu, ktorého sem bolo dovezeného zo Spišských Vlachov 194 vagónov, t.j. 924, 32 m3. Vcelku bolo spracované 6000 m3 muriva, 14000 m3 odkopaných a vykopaných zemín, urobenej 3300 m2 dlažby. Úhrnný náklad na mohylu obnášal 2 813 262, 76 korún československých.
