HUNTING THE 7.62 B


Light armored vehicle capable of conducting combat activities against the living strength and weakly protected targets effective shooting at rest and in motion. The device is formed by a gear IVECO M65E19WM LMV and the Czech-Slovak weapons station ZSRD 07. HUNTING THE 7.62 B is intended primarily for artillery survey, and engineer, logistical and other specialized units. Special-purpose equipment of the vehicle consists of the Czech internal audio device VICM 200 with a wireless module VICM 120, which allows communication of crew members on a certain distance outside the vehicle. Workplace commander is equipped with a tablet with its own GPS module and data interface for interfacing with radio sets. Tablet gives you access to the combat vehicle information system BVIS. HUNTING THE 7.62 B is equipped with two american radio sets Harris RF-300M-TV FALCON III and automotive disruptors WBS 2500 against radio puff improvised explosive devices. There is a receiver coded military GPS DAGR (AN/PSN-13) (prototype car for the first time presented at the exhibition IDEB 2012, he was honored only preparation for installation of these systems, in the same year he underwent the so-called technical assessment: installation of radio stations of RF-300M-TV FALCON III, the navigation device GPS-DAGR and the execution of other sub-adjustments).


Vehicle HUNTING 7,62 B was taken in the framework of the program 107 050 - the Acquisition of light armored vehicles, to which is allocated the amount of 4,298 billion Rubles (including VAT) to cover the purchase (and other services) a total of 120 Italian vehicles LMV in three variants in the range of years 2009 to 2015. Delivery of 90 vehicles were made in the years 2010 to 2013, another 30 units can be delivered in the years 2013 to 2015. The contract for the supply of machinery LMV including the logistics of security between the Ministry of defence of the CZECH republic and the companies Praga-Export was signed 18. December 2009. The subject of the contract is the delivery of 90 units of light armored vehicles IVECO M65E19WM LMV in three modifications:


- HUNTING for 50 B (light armored vehicle combat, the tower M151A2 Protector) - 72 pieces
- HUNTING 50 BVR (light armored vehicle combat command, tower M151A2 Protector) - 7 pieces
- HUNTING THE 7.62 B (light armored vehicle combat support, tower ZSRD 07) - 11 pieces

In the contract on 90 LMV, whose total amount of eur 3 620 406 534 Czk, including VAT, is included the acquisition of the logistics security in the form of the purchase of ammunition, spare parts, workshop resources and courses (training of shooters-mentors and workshop specialists-instructors).


Part of the project is to even Agreement on the implementation of the programme of industrial cooperation, the value of which amounts to 100% of the total purchase price without VAT under the contract. The value of direct offsets represents at least 20 % of the value of the program of industrial cooperation. Its implementation is scheduled by the end of 2019.


The first prototype of the HUNTING 7,62 B was introduced into the armaments 151. engineer battalion in April 2012. The remaining ten specimens will be shipped in 2013. Vehicles in this version will only receive 151. sapper battalion (6 pieces) and the unit 13. artillery brigade (5 pieces).


The ministry of defence of the CZECH republic reviewed the integration of the weapon stations ZSRD 07 as a "a significant benefit for the Czech industry". Due to the fact that these towers will form the armament of just about 10 % from a total of 90 purchased vehicle, will appreciate this statement at the most cynical ironici. From a practical point of view lacks the buying stations ZSRD 07 any kind of logic. Towers M151A2 purchased for the remaining majority of HUNTING are sourced with machine guns M2HB-QCB, however, they can be seamlessly fitted with machine guns in rážích 7.62 mm (including the , FN MAG or M240) or even 40mm grenade launchers. "17. September 2009 entered into both the ministry of the memorandum of understanding between the Ministry of defence of the Czech republic and the Ministry of defence of the Slovak republic on the joint acquisition of light armored vehicles. As the most advantageous was evaluated vehicles IVECO M65 19 WM 4x4, and on the basis of the marketing analysis and the fact that the vehicles are being used in NATO. It didn't take long, and in the media appeared information that the "common" project is only trying to once again "earn some money" at the expense of taxpayers:


"Superlatives in the autumn of 2009 expense has been spared. When then-defense minister Martin Barták announced a plan to buy 90 armored vehicles Iveco, promised a lot. In particular, the cars for the troops to the Czech republic takes a profitably like never before. It's all thanks to a joint purchase with Slovakia, who had to apologize even to circumvent the public competitions.


"It's a unique project, which has since the dissolution of Czechoslovakia unparalleled," said Bartak in October 2009, the members of the committee for the defense.


His words actually occurred, only in a different context. The resulting price of 3.6 billion crowns is unique in that in one car the Czech republic has paid at least one-third more than the cost of the same vehicle, for example, Austria or Norway.


And of the benefits of the contract no doubt on the ministry of defence. The reason? Promises on the common contract were obviously only a pretext for a giant purchase from the pre-selected manufacturer. Weekly magazine the Economist found that the Slovaks have no Iveca with the Czechs not buy, and thus no "federal" purchase will not occur.


"In the case of the acquisition of Iveco vehicles not currently no activity," said spokesman of the Slovak defence Luke Milan.


In addition, the purchase can the army even more expensive - the project examines the European commission. The Czech republic for violation of the rules of free competition is threatened with the penalty in the order of at least several million euros.


Christmas shopping
Plan for the acquisition of Ivec looked outwardly promising. In the summer of 2009 was appealing to the Czech ministry of defense of the Slovaks with the proposal to the signature of the so-called Memorandum of cooperation in the purchase of light armored vehicles. The Czech republic should, according to him, remove the 90 and Slovakia, other 40 pieces. The arguments sounded logical: at higher numbers to negotiate volume discounts.


But now it turns out that the memo was just a "smokescreen", which should give the promises for the common purchase hallmark assurance.


"It was a purpose-prepared document. The then leadership of the resort most likely had to know that the contract in this way is never gonna happen," says Jaroslav Štefec from the Office for the supervision of acquisitions of the ministry of defence.


The Memorandum is not an international treaty that would be signed by the party to something to oblige. And the Slovaks with him plus agreed only conditionally. "In the time of the signing of the memorandum with the planned acquisition of vehicles only according to the budgetary possibilities," says a spokesperson of the ministry of Luke Milan. And you were from the beginning limited and the money for the purchase was found.


Yet Bartákovo management of the ministry in the contract continued, and just before Christmas 2009 signed the contract on ninety of their vehicles. And convincingly argued that even save. "Thanks to the joint contract will achieve more favorable pricing and other conditions," said then in a press release.


The current leadership of the ministry have the benefits of the contract.


"Information about the achieved savings is not contained in any document associated with the purchase. Therefore, we cannot claim any savings neither confirm nor deny," says spokesman Jan Pejsek.


On the us left, the Slovaks
The trick with the common buying is supposed to play once more - during the last year, the then deputy minister of defence Jaroslav Kopřiva at the meetings with lobbyists negotiated a commission for the purchase of Finnish mortars Nemo.


According to Kopřivových picture, captured on the recordings of MF dnes, he had a contract to take place after the model of the Ivec - the Czech ministry will be pretending to buy the Slovaks, and so justify both at home and in Brussels to circumvent the competition.


"It is expressly stated that when two states unite and carry out the joint acquisition, do not go on the competition. Of course, that they know even the French and others, that when someone speaks, that's the way obechč.... We have left only the Slovaks, we played with them the betla," he says in the recording deputy.


For the purchase of mortars, however, even for the post-election replacement of the leadership of both ministries, and ultimately avoid.


Qui bono?
The fact is, that if the ministry has placed for armoured vehicles open competition, which by the way earlier it was promised, could choose from several different types.


"For example, british cars of the RG-32 would probably come out cheaper than Iveca, and in addition they have a greater resistance to nástražným explosive devices," says Jíří Komínek, the correspondent of the renowned specialist magazine Jane's Defence Weekly.


Additional funds could save only thanks to the competition. When injected competition, for example, into procurement in the construction industry, the price as a rule, the average drops by ten percent.


About the reasons why the department of defense wanted to shop without the competition and get just Iveca, we can only speculate. The weekly Economist was trying to get a statement from the ex-minister of defense Bartak, but unsuccessfully. He doesn't answer on SMS.


A reminder however is that of the contract has benefited several domestic arms dealers.


The first is the company Praga-Export, which the Italian manufacturer in the Czech republic represented by and through which have taken place so far all the purchases of vehicles Iveco. Its managers estimate the profit at eight to ten percent.


Next is the firm Omnipol, behind which stands the friend of the minister of finance Miroslav. Richard Háva. That for most of the vehicles added to the Norwegian weapon turret Kongsberg.


"Just the price of the towers is increased by 25 percent. Omnipol received for brokerage their supply of 132 million crowns," reads one of the conclusions of the internal audit arms procurement, which commissioned the minister Alexandr Vondra.


And thirdly there is the firm MPI Group belonging Michal Smržovi, a friend of Martin Bartak, which for Iveca added ammo.


Iveco famous as well as in Brussels
The purchase of vehicles Iveco in addition, for several months exploring the European commission. The latter detects whether the Czech republic did not violate the european rules, when a giant contract, there was no chance of other producers.


The ministry previously zaštiťovalo is a joint contract with Slovakia - with the purchase of a few states it is possible to apply the exception, and avoid the obligation to write an open competition.


As the investigation goes, it is not yet clear. However, the european commission gave already earlier made it clear that the giant contracts without competition to the ministry of defence will not tolerate.


The last time it happened in October of last year, when the Czech republic has been sued due to the purchase of Spanish aircrafts Casa, in which also the competition has not occurred. This complied with the complaints of a competing company, Italian manufacturer Alenia Aeronautica, which is about the contract before applying.


"In our complaint we alleged that the ministry of defence has the right to make purchases outside the scheme of the law on public procurement, but only when buying some classified technology. It definitely wasn't the case of aircraft, which everyone can see on the site," says the lawyer Radek Pokorny, whose law firm Pokorný, Wagner & spol. complaint for Italians sepisovala.


The commission of these arguments acknowledged, and is now being considered by the European court of justice in Luxembourg.


In the case of the purchase of vehicles Iveco situation is similar - even here, the state did not issue any classified technology, but vehicles which are exposed to the munitions trade fairs.


How big a fine the Czech republic faces cannot be accurately estimated. The minimum rate varies in the amount of several million euros. However, in the European union has not yet taken place the case where a member state was due to the arms contract before the court."
