"This Victoria Cross is awarded for bravery in command of the submarine Torbay
during a bold and successful attack on the fleet in a defended enemy port, planned with full awareness of the great danger that could be expected during seventeen hours of action in waters thoroughly controlled by the enemy. On arrival at the port, he had to conquer the batteries while sailing on the surface, in full moonlight, in front of enemy barrels. Not seeing exactly his destination in the harbor, he waited several hours and attacked in broad daylight. When he fired his torpedoes, he became the target of a heavy counterattack and had to retreat through a long canal with anti-submarine vessels all around and constant air patrols. "
