The Tsushima-class cruisers were intended for rapid reconnaissance. The Tsushima was the first ship built in Kure, Hiroshima. Although she was small and simple in design, because of her small experience, her construction took an unusually long time. She was completed at the end of the Russo-Japanese War and participated as part of the 2nd Fleet in the Battle of Korsakov and the Battle of Tsushima. After the war, she was assigned to patrol along the Chinese coast.
At the beginning of World War I she was assigned to patrol the shipping lines between Borneo and Timor. From December 1914 she was assigned to the First Southern Expeditionary Squadron based in Fiji with the task of protecting British shipping around Australia and New Zealand from German attacks. Together with the Japanese-American Expeditionary Squadron, she participated in the pursuit of Admiral Count Maximilian von Spee's German East Asiatic Squadron.
In February 1915 she participated in the suppression of the Indian mutiny in Singapore, when part of her Marines were sent ashore. From mid-1915 to 1918 she was stationed off the Cape of Good Hope with her sister ship Nitaka, and together with the British fleet she patrolled the shipping lines between Europe and the East. After the war she participated in the Siberian intervention and assisted the White Guards in fighting the Bolsheviks.
On 1 September 1921 she was reclassified as a 2nd class coastal protection ship. In 1922 she was rearmed. She received 6 guns of 152 mm calibre and 8 12-pounder guns. Later she received a 12-pounder anti-aircraft gun. Her main task was to patrol along the Chinese coast. She was partially disarmed in 1930 and retired from service in 1936. She was reclassified to the training hull Hai kan no. 10 at Yokosuka until 1 April 1939. She was finally sent ashore off Miura, Kanagawa Prefecture as a torpedo target in 1944.
